UNESCO has released an issue brief titled Media and Information Literacy: Combating Hate Speech in the Digital Age, highlighting the crucial role of Media and Information Literacy (MIL) in promoting information integrity, critical thinking, and resilience against online hate speech, disinformation, and harmful digital content.
The brief describes MIL as an essential educational tool that enables individuals to critically assess information, navigate digital environments, and engage in online spaces while protecting freedom of expression and human rights. It notes that combating hate speech requires more than moderation and regulation; developing critical thinking, ethical awareness, and digital skills is vital.
The publication calls for sustainable solutions that combine regulatory approaches with sustained investments in education, digital citizenship, and critical engagement with information. It underscores that technological solutions alone are not enough and that building resilient societies relies on education and Media and Information Literacy.
This issue brief continues UNESCO's efforts to advance information integrity, digital citizenship, and human rights-focused online governance. It aligns with broader UN initiatives addressing hate speech through education, prevention, and multi-stakeholder cooperation. The launch on 18 June, International Day for Countering Hate Speech, featured a webinar, "Countering Hate Speech in the Digital Age: Promoting Information Integrity and Resilient Societies." The event addressed challenges posed by digital platforms, artificial intelligence, and generative technologies in increasing harmful narratives and social polarization.
