The U.S. Department of Energy (DOE) has issued an emergency order to address blackout risks in the Mid-Atlantic region due to forecasted hot weather and increased system load. The directive authorizes PJM Interconnection, L.L.C. (PJM) to dispatch specified generating units and operate them as needed to maintain grid reliability.
Under the order, PJM may implement its backup generation resources as a last measure before declaring or during an Energy Emergency Alert 3. PJM can call upon its Transmission Owners and Electric Distribution Companies to apply this emergency order if required. The order follows an application from PJM submitted on September 1, 2026.
DOE estimates there are over 35 gigawatts of unused backup generation capacity available nationwide. The emergency order is effective immediately and remains in effect through September 8, 2026.
U.S. Secretary of Energy Chris Wright stated, “Maintaining affordable, reliable, and secure power for hardworking American families and businesses during periods of hot weather is non-negotiable.” He also credited current administration policies with reversing previous decisions that, according to him, weakened the grid’s resilience.
