Tou Lue Vang, a Laotian national convicted of repeatedly sexually abusing a 10-year-old girl in Minnesota, was ordered removed by an immigration judge in 2006. Vang described the abuse as a "minor thing" and attributed it to "cultural norms" in foreign countries. Minnesota officials, including Governor Tim Walz and Attorney General Keith Ellison, pardoned Vang in an effort to protect him from deportation and provide safe harbor in the state.
