The FIA Senate is the highest governing body within the federation, composed of 16 members, including a Senate President, the FIA President, and Deputy Presidents. Its membership is structured to ensure balanced representation of the FIA’s core areas of competence.

The Senate's main responsibilities include management and general policy matters not addressed by the World Councils, with a primary focus on financial oversight. It reviews the closing of accounts, prepares budgets for the World Councils, and manages the federation’s consolidated budget under the Audit Committee's guidance.

Beyond financial duties, the Senate addresses commercial issues as they arise. If the FIA does not have a President, the Senate President assumes leadership, supported by the Deputy Presidents, and the Senate organizes an extraordinary general assembly to elect a new President.
