Management Directive 715 (MD-715) is the policy guidance issued by the Equal Employment Opportunity Commission (EEOC) for federal agencies to establish and maintain effective equal employment opportunity (EEO) programs. These programs are mandated under Section 717 of Title VII of the Civil Rights Act of 1964 and Section 501 of the Rehabilitation Act of 1973, as amended.
MD-715 provides a structured roadmap for federal agencies to develop programs that promote equal employment opportunities for all federal employees in accordance with the legal requirements of Title VII and the Rehabilitation Act. The directive became effective on October 1, 2003.
Annual versions of MD-715 are published to update and refine the guidance, with current documents available for fiscal years 2020 through 2023.
