The report outlines ten key actions for building resilience in education, including keeping schools open longer for more students and preparing students for autonomous learning. It also emphasizes building strong foundations for learning and well-being, minimizing digital distractions in class, and strengthening partnerships between schools and families.

Additional recommendations are delaying the age at which students are selected into different educational tracks, offering support to struggling students instead of grade repetition, ensuring adequate, high-quality educational staff and materials, establishing schools as hubs for social interaction, and blending school autonomy with robust quality assurance mechanisms.
