The OECD reports that ensuring a high-quality teaching workforce is essential for effective learning, yet several common challenges persist globally. These include an aging workforce, gender imbalances, limited teacher diversity, shortages in certain schools, regions, or subjects, and high attrition rates. Understanding the socio-demographic characteristics of teachers helps estimate replacement needs and supports strategic recruitment planning.

In 2018, the average age of teachers in OECD countries was about 44 years, with some countries seeing this number rise. Women accounted for approximately 68% of all teachers and made up more than half the workforce in nearly all participating countries. Gender patterns remained relatively stable from 2013 to 2018.

The OECD recommends recruitment strategies that improve gender balance and teacher diversity to give students relatable role models. Data from the Teaching and Learning International Survey (TALIS)—the world’s largest survey of teachers and school leaders—supports ongoing efforts to address challenges related to working conditions and learning environments in schools.
