Cybersecurity policymaking requires careful consideration of economic, social, national security, defense, technical, and cybercrime law enforcement aspects. Policymakers in these fields often have different approaches, organizational cultures, and interests despite sharing common goals.
To support policymakers, the OECD developed the Policy Framework on Digital Security. The Framework promotes understanding of how the economic and social dimensions of cybersecurity differ from national security and related areas. It helps policymakers use OECD digital security Recommendations to guide more effective policies.
These Recommendations cover digital security risk management, the development of national cybersecurity strategies, protection of critical activities and infrastructure, security of products and services, treatment of vulnerabilities, as well as cryptography and electronic authentication.
By providing structured guidance, the Framework helps policymakers create policies that reinforce each other and avoid conflicts, supporting a balanced approach to cybersecurity.
