In response to growing geopolitical fragmentation and threats to the rules-based international order, the EU Council approved conclusions on 'EU energy and climate diplomacy – strengthening sovereignty and advancing the global clean transition.' These address risks from energy security and climate change that may undermine the EU's sovereignty and economic security.

The Council highlighted vulnerabilities in energy and technology supply chains that could affect EU competitiveness, especially due to recent conflicts such as Russia's aggression against Ukraine and tensions in Iran. It reaffirmed the EU’s commitment to a clean transition as the most effective strategy to achieve Europe’s strategic autonomy and drive global innovation, economic growth, and competitiveness.

The conclusions call for urgent action in foreign and security policy to enhance resilience against threats to climate, environment, and energy security. EU foreign policy is encouraged to promote European clean technology globally and leverage the clean transition’s technological potential to strengthen defense readiness.

The Council underscored the EU’s leadership in global climate efforts, emphasizing adherence to the UN Framework Convention on Climate Change (UNFCCC) and the Paris Agreement to strive for the 1.5°C target. It urged international partners to set and implement ambitious greenhouse gas reduction targets promptly.

Additionally, the EU expressed readiness to deepen cooperation through diverse initiatives and partnerships, prioritizing engagement with those committed to accelerating climate action. The EU’s position as the world’s largest climate finance provider remains central to supporting the global clean transition and enhancing resilience.
