The United Nations General Assembly has approved integrating the United Nations System Staff College (UNSSC) with the United Nations Institute for Training and Research (UNITAR) to create a new learning institution: the United Nations Institute for Capability and Learning Innovation (UNICLI), effective 1 January 2027. This move is part of the broader UN80 Initiative to improve the UN's coherence, effectiveness, and response to contemporary challenges.
The new institute will combine UNITAR's support for governments, diplomats, and public institutions with UNSSC's expertise in leadership development and training for UN personnel. The merger aims to create a single platform for capability development, enhancing access for Member States and UN entities while reducing duplication and fragmentation.
Michelle Gyles-McDonnough, UN Assistant Secretary-General and UNITAR Executive Director, emphasized the need for the UN to evolve to meet complex global challenges by strengthening capabilities, fostering innovation, and improving institutional effectiveness. Miguel Panadero, Acting Director of UNSSC, noted that the new institute will offer a stronger, more coherent approach to capability development.
UN Secretary-General António Guterres welcomed the Assembly's decision, highlighting that capability development, continuous learning, and innovation are strategic drivers for UN effectiveness and reform. He invited Member States, UN entities, partners, and stakeholders to help shape UNICLI’s future in pursuit of a sustainable, inclusive, and resilient world.
The transition will proceed in phases through the end of 2026 to ensure continuity of programs, partnerships, and services. Until then, UNITAR and UNSSC will continue their current operations.
