This order follows a request from the GPA due to limited generation options, including constraints from the Ukudu steam turbine being offline for emergency repairs.

The Secretary stated that the Department of Energy is committed to reducing the risk of power outages and lowering energy costs for families and businesses, ensuring Guam has access to affordable, reliable, and secure electricity.

The emergency order took effect at 10:00 AM Guam Standard Time on August 6, 2026, and remains in effect through 11:59 PM Guam Standard Time on November 4, 2026.
