The report also noted fewer cartel decisions in 2023, but leniency applications continued to rise, reaching their highest level since 2016. Investigations into abuse of dominance increased, reversing a decline from 2022. Merger intervention rates rose, mainly due to more approvals with remedies, despite fewer overall decisions.
