United Nations agencies report that 94 percent of Gaza's 2.1 million residents urgently need shelter as Israeli gunfire and strikes continue. Israeli restrictions are obstructing essential aid deliveries and services, including shelter construction and waste collection. UN officials state that over 80 percent of families are experiencing critical or catastrophic living conditions, with shortages of fuel, energy, and basic household items.

Nearly two-thirds of families live in tents or temporary shelters that deteriorate quickly under harsh weather, as these structures were intended for short-term use. The UN aid coordination office noted that over 70 percent of families experienced flooding last winter, highlighting the urgent need for shelter improvements ahead of the cold and rainy seasons. However, efforts are hampered by funding shortages and Israeli-imposed restrictions on materials and equipment for construction.

Efforts to remove rubble and recover bodies in Gaza face limitations due to restrictions on the entry of heavy machinery and supplies, as well as restricted access to much of the Gaza Strip. Recently, the bodies of 50 people, including 19 children killed over two years ago, were buried after being recovered from the rubble. The continuous infestation of rodents in unsanitary, rubble-strewn conditions has prompted pest control measures, according to the UN Development Programme.
