On 3 June 2026, the European Commission officially launched OceanEye, an initiative aimed at strengthening ocean observation, improving access to ocean intelligence, and reinforcing international cooperation for sustainable and resilient ocean futures. The initiative emphasizes that sustained, coordinated, and globally connected ocean observations are vital infrastructure for climate action, marine ecosystem protection, sustainable ocean management, maritime safety, and the ocean economy. Central to OceanEye is the creation of an International Alliance to support the Global Ocean Observing System (GOOS), an IOC-led global program for coordinating sustained ocean observations. The Alliance will be coordinated by the European Commission and the Intergovernmental Oceanographic Commission (IOC), fostering sustained investment, open access to ocean data, and enhanced GOOS capacities worldwide.

OceanEye’s efforts align with the United Nations Decade of Ocean Science for Sustainable Development (2021-2030), led by the IOC, which seeks to ensure ocean knowledge supports societal needs. Ursula von der Leyen, President of the European Commission, called on all Member States and global partners to support GOOS and advance OceanEye.

The initiative gained momentum during the first Digital Ocean Week in Brussels, where European institutions, Member States, and ocean organizations discussed implementing OceanEye and its potential to boost global ocean observation capacity. During the event, the IOC and Mercator Ocean International signed a Cooperation Agreement to further collaboration in support of GOOS, highlighting the importance of data for digital and AI solutions and Europe's role in developing an optimized global observing system.

OceanEye is expected to be a major focus at the 11th Our Ocean Conference in Kenya, where it will be presented at a dedicated side event to encourage commitments toward the long-term sustainability of GOOS and to strengthen international cooperation.
