An independent UN Fact-Finding Mission on Venezuela reports that serious human rights violations continue, including the use of torture in detention facilities like the Fuerte Guaicaipuro military facility, where prisoners are held in degrading, cold, pit-like cells and deprived of food.
The mission's findings highlight that, despite some reductions in long-term detentions, enforced disappearances, and the release of hundreds of political prisoners following the US military rendition of former President Nicolás Maduro in early 2026, systemic repression and human rights abuses persist across Venezuela.
Numerous laws criminalizing opposition remain enforced, and security forces, along with extensive intelligence services, retain their prior structures and practices. No efforts have been taken to dismantle pro-government civilian armed groups known as "colectivos," which are known for widespread intimidation and violence against communities. At least 19 officials previously implicated in gross human rights violations remain in, or have been reassigned to, key positions without accountability.
Between September 2025 and July 2026, civil society groups recorded at least 214 politically motivated arbitrary arrests, with 94% occurring before the end of 2025. After January 2026, the mission observed a pattern of short-term arbitrary arrests to intimidate opposition activists, journalists, and civil society actors. Despite releases lowering the number of political prisoners, NGOs estimate 379 to 500 remain detained, with a lack of official, transparent data impeding precise figures.
Journalists and civil society actors continue to face obstruction in their work. The mission notes that the decrease in severe repression does not yet indicate a systemic transformation in Venezuela's institutions or policies.
According to Sofía Macher, Chair of the Mission, the observed improvements are notable but insufficient to represent a fundamental change in the system that permitted these violations.
