A recent incident where a Russian drone entered Romanian airspace and struck an apartment building in Galaţi injured two residents, a woman and a child. This was the first such breach resulting in casualties, according to Kayoko Gotoh, a UN Director in the political and peace departments. The event prompted Romania to request an urgent UN meeting over concerns of potential spillover of the Ukraine conflict into neighboring countries.
Gotoh noted that drone incursions have affected several countries over the past 12 months, including Moldova, Latvia, Lithuania, Estonia, Finland, Poland, Kazakhstan, Belarus, and others in the wider region such as Bulgaria, Greece, and Türkiye. This trend coincides with a sharp escalation in large-scale missile and drone attacks on Ukrainian towns and cities, resulting in increasing civilian casualties and destruction of infrastructure.
At the same time, Ukraine has reportedly intensified attacks on military, energy, and industrial targets within the Russian Federation, which have also caused civilian casualties and infrastructure damage on the Russian side.
The UN expressed particular concern over nuclear safety following a drone strike on 30 May that damaged a turbine building within the perimeter of the Zaporizhzhia Nuclear Power Plant in southern Ukraine. This was the first attack inside the plant in two years, raising fears of further escalation and heightened risks of miscalculation.
In concluding remarks, Gotoh emphasized the responsibility of all parties to avoid actions that could further destabilize the situation and reiterated the UN's support for dialogue aimed at achieving a comprehensive and lasting peace in Ukraine, contributing to regional and global stability.
