The UN Security Council has voiced serious concern over reports that the Rapid Support Forces (RSF) in Sudan have substantially reinforced their military presence around El Obeid, capital of North Kordofan state, warning this may indicate a possible ground offensive on the city. Council members warned of an imminent risk of mass atrocities and demanded the RSF immediately cease its assault efforts on El Obeid.
The Council also expressed deep worry about the ongoing violence across Sudan, where the Sudanese Armed Forces and RSF have been in conflict since April 2023. Reports of intensified fighting in the Kordofan states were highlighted, with the Council warning that this escalation could worsen the already severe humanitarian crisis. All parties were urged to halt hostilities immediately.
Council members reiterated that all actors in the conflict must protect civilians and adhere to international law, including humanitarian law, and comply with obligations under the Jeddah Declaration, signed in May 2023 to facilitate humanitarian aid delivery and civilian protection.
The statement also raised concerns about RSF drone strikes in El Obeid and increased drone attacks across Sudan by conflict parties. The Council called for thorough investigations into all alleged abuses and violations and accountability for those responsible.
Additionally, the Security Council demanded all parties enable safe and unhindered humanitarian access and ensure safe passage for civilians in accordance with international legal standards. The Council appealed to UN Member States to avoid any external interference that could intensify the conflict, support efforts towards lasting peace, and implement relevant Security Council resolutions, including resolution 2791 (2025).
Finally, the Council reaffirmed its commitment to Sudan's sovereignty, independence, unity, and territorial integrity, and rejected any parallel governing entities in RSF-controlled areas.
