The United States emphasizes that access to space is a vital national and economic security interest, aiming to build transportation capabilities that ensure access to various orbital regimes and deep space. The new policy targets support for more than 1,000 space launches and reentries per year by 2030.
The memorandum directs the Secretary of War and the NASA Administrator to operate Federal launch and reentry ranges transparently to serve both government and commercial users. It calls for ongoing evaluation and improvement of launch infrastructure in collaboration with state, local, tribal, territorial, and industry partners.
To enhance infrastructure, the policy outlines incentives for co-development through leases, commercial investment, and public-private partnerships on Federal property, and aims to facilitate commercial access to Federal launch sites. Additionally, permitting and environmental reviews are to be expedited in line with Executive Order 14335, which promotes competition in commercial space.
The policy also calls for the development of fair and transparent cost recovery for common services, commodities, and space transportation infrastructure.
