The U.S. Department of Energy’s Office of Energy Dominance Financing (EDF) has announced a $489.4 million loan to Amanecer Puerto Rico LLC, a subsidiary of Pattern Energy, aimed at lowering electricity costs and strengthening Puerto Rico's electric grid. According to the DOE, this investment is expected to save families and businesses about $312.5 million in electricity expenses over the next 25 years.

The financing supports 220 megawatts of battery energy storage systems located in Arecibo and Santa Isabel. These systems use American-manufactured battery technology and are designed to secure domestic supply chains. The battery storage can provide backup electricity for over 100,000 customers and may help avoid approximately 13 million customer interruption hours based on 2025 operating data.

The loan also creates a pathway for future reliable and dispatchable natural gas-fired generation to improve grid stability and strengthen Puerto Rico’s long-term energy security. This effort is part of ongoing work to restore reliability and affordability to Puerto Rico's electrical system, which has experienced chronic outages and service interruptions.

These measures build on emergency orders and infrastructure investments authorized by DOE since 2025 under Section 202(c) of the Federal Power Act, including generation authorizations, vegetation management, and transmission maintenance to improve grid performance in preparation for peak demand and hurricane seasons.
