Cross-border data flows are essential to global economic and social activities, including business operations, logistics, supply chains, and international communication.
However, these data flows also present challenges related to privacy, data protection, digital and national security, regulatory scope, trade, competition, and industrial policy.
Countries must balance enabling data movement across borders while ensuring appropriate oversight and protection—a concept known as Data Free Flow with Trust (DFFT).
The OECD supports advancing DFFT by conducting research to track evolving regulations, assess their impacts, and foster a DFFT Expert Community for stakeholder collaboration on practical solutions to these challenges.
