The Fédération Internationale de l'Automobile (FIA) established the Disability and Accessibility Commission (DAA) to support safe, inclusive participation for disabled people in motorsport. The commission fosters an environment where disabled individuals can engage in the sport by sharing knowledge and best practices among clubs and organizations. It comprises representatives from Sport Member Clubs and independent experts, focusing on improving the safety and quality of vehicle adaptations for disabled drivers in coordination with FIA Commissions.

Individuals with acquired or congenital disabilities who do not meet standard conditions for an International Driver’s Licence may apply if they fulfill all requirements in Appendix L of the International Sporting Code, especially Article 18, and receive approval from their national medical commission or a designated doctor.

The FIA issues Vehicle Adaptation Guidelines, providing recommendations and best practices for adapting motorsport vehicles for mobility-impaired competitors. These guidelines are advisory and not regulatory.

To compete in international motorsport competitions on the International Sporting Calendar, adapted vehicles must have an FIA Certificate of Adaptations (COA), ensuring safety and compliance. Applications for the COA must be submitted at least two months before the competition. Full procedures are outlined in Article 18.3 of Appendix L to the International Sporting Code.

The FIA Adaptations Working Group assesses competition vehicles from various disciplines to issue Certificates of Adaptations, ensuring that adaptations are safe, tailored to individual needs, and do not provide competitors with a performance advantage.
