According to preliminary OECD data, Germany became the largest provider of Official Development Assistance (ODA) in 2025, contributing USD 29.1 billion. This is the first time Germany has led in ODA contributions. The United States ranked second with USD 29.0 billion, experiencing a significant 56.9% decline. The United Kingdom (USD 17.2 billion), Japan (USD 16.2 billion), and France (USD 14.5 billion) rounded out the top five, all reducing their contributions that year. These five countries accounted for 95.7% of the global decline in ODA.

Among the 34 members of the Development Assistance Committee (DAC), only eight countries maintained or increased their ODA levels. Four countries exceeded the United Nations target of allocating 0.7% of their gross national income (GNI) to ODA: Denmark (0.72%), Luxembourg (0.99%), Norway (1.03%), and Sweden (0.85%).
