The Council of the European Union has adopted restrictive measures against two entities accused of facilitating Russia's hybrid threats through propaganda and disinformation.

The first entity, Euromore, operates as a media platform within the pro-Kremlin information network. It amplifies and legitimizes Russian narratives targeting European audiences, challenging the legitimacy of EU institutions and justifying Russia’s aggression against Ukraine.

The second entity, the Foundation for the Support and Protection of the Rights of Compatriots Living Abroad (Pravfond), is an instrument in Russia’s foreign influence and propaganda strategy. Founded and financed by the Russian state, Pravfond produces legal and analytical content to reinforce Kremlin disinformation, including claims of Ukraine's 'nazification,' widespread 'Russophobia,' and the persecution of Russian-speaking populations in neighboring countries.

Both entities support Russian government actions that undermine democracy, the rule of law, and security in the EU and Ukraine. The sanctions impose asset freezes and prohibit EU persons and companies from providing funds or resources to these entities.

These measures bring the number of individuals and entities subject to EU restrictive measures for Russia’s destabilizing activities to 69 and 19, respectively. The EU established this sanctions framework in October 2024 to counter actions by the Russian government that threaten the Union's values and security.

The Council reaffirms its commitment to using all available tools to protect against and respond to hybrid attacks targeting the EU and its member states.
