The report notes that many existing policies were developed in isolation, without considering their broader impacts on nutrition, climate goals, or economic equity. This has limited their overall effectiveness. Policymakers are encouraged to assess the interactions, trade-offs, and synergies among sectors when designing food system measures.

The OECD advises that an integrated policy approach should align with multiple objectives, use complementary instruments across sectors, and promote consumption shifts—especially in higher-income countries—to improve nutrition and reduce the environmental impact of food systems.
