The United Nations has reported ongoing dangers to civilians in Gaza and the occupied West Bank. In Gaza, children were reportedly killed when a tent sheltering civilians was struck, prompting the UN Office for the Coordination of Humanitarian Affairs (OCHA) to reiterate the need to protect civilians and civilian infrastructure at all times under international humanitarian law.

Despite security challenges, humanitarian partners continue to deliver food assistance in Gaza, serving meals and producing approximately 230 metric tons of bread daily through a broad network of kitchens, bakeries, and community ovens, according to UN Spokesperson Stéphane Dujarric.

In the West Bank, the UN has received reports of increasing settler-related violence. Incidents include attacks on schools and the killing of civilians, such as a child reportedly killed when a school near Ramallah came under fire, and the demolition of another school serving around 60 children in the Jordan Valley and Hebron areas.

On April 21, two Palestinians, 14-year-old Aws Hamdi Naasan and 35-year-old Jihad Abu Naiem, were reportedly killed during an attack by Israeli settlers in Al Mughayyir village. The UN Human Rights Office described these events as part of a growing pattern of unchecked violence by a militarized settler movement operating with state shielding.

In a separate incident east of Ramallah, 25-year-old Odeh Awawdeh was reportedly shot and killed following a settler incursion into Deir Dibwan village. Subsequent raids by Israeli security forces led to the detention of 30 Palestinian men, while some settlers were also questioned. The UN warned that the absence of accountability for such attacks continues to fuel instability in the area.

Separately, the International Criminal Court (ICC) has confirmed charges against former Philippine President Rodrigo Duterte for crimes against humanity allegedly committed between November 2011 and March 2019 during the country’s anti-drug campaign. The ICC Pre-Trial Chamber found substantial grounds to believe Mr. Duterte is responsible for murder and attempted murder as part of a widespread and systematic attack against civilians, and he has been committed to trial. Hundreds of victims are expected to give evidence.
