The Council of the European Union has extended restrictive measures against individuals and entities responsible for destabilising the Republic of Moldova until 29 April 2027. These sanctions currently target 23 individuals and 5 entities, including an asset freeze, bans on providing funds or resources to those listed, and travel bans preventing entry or transit through EU member states.
The legal framework for these measures was established in April 2023 at Moldova’s request to address actions undermining the country’s sovereignty, democracy, rule of law, stability, or security. Following the Russian war of aggression against Ukraine, attempts to destabilise Moldova have increased, threatening the EU’s external borders.
In its conclusions dated 23 October 2025, the European Council reaffirmed its commitment to work closely with Moldova to strengthen its resilience against ongoing hybrid attacks and other destabilising actions, including those linked to Russia. The EU maintains its support for Moldova’s resilience, security, stability, economy, and energy supply amid these pressures.
