Agricultural Knowledge and Innovation Systems (AKIS) in the European Union form a complex network of actors including farmers, researchers, educators, advisory and extension services, and the private sector. Farmers hold a central position connected to major channels such as research, education, and extension, enabling strong interaction among these groups. Other stakeholders, such as consumers, media, NGOs, and financial institutions, also influence innovation and the adoption of sustainable solutions.

Farm-level data offers crucial insights for evaluating farm productivity and the effectiveness of agricultural policies. Studies have highlighted differences in productivity improvements linked to the decoupling of Common Agricultural Policy payments in the United Kingdom and France between 2003 and 2008.

The OECD promotes the use of micro-level data through the Farm-Level Analysis Network (FLAN), which brings together experts to share methodologies for assessing policy impacts on productivity, sustainability, and resilience. Additionally, the OECD applies its Productivity, Sustainability and Resilience (PSR) Policy Framework to conduct comprehensive country reviews, supporting national policy reforms to enhance agricultural outcomes.
