The OECD, together with the European Commission’s Task Force Reforms & Investments (SG REFORM) and France’s Ministry of Overseas (DGOM), is leading a two-year project to support six French Outermost Regions—Guadeloupe, Martinique, Saint-Martin, Guiana, La Réunion, and Mayotte—in accessing EU horizontal programmes such as Horizon Europe, LIFE, Creative Europe, and Erasmus+.
Funded by the EU’s Technical Support Instrument, the project operates at both regional and national levels. Regionally, it aims to strengthen project development capacities through a toolbox of eight practical tools tested in Martinique, along with peer-learning webinars featuring representatives from Portuguese, Spanish, and French organizations.
Nationally, the project promotes coordination among regional, national, and EU stakeholders by supporting networks led by DGOM. These networks seek to raise awareness of challenges in the Outermost Regions and connect local actors with contacts, training, and funding opportunities.
The OECD has produced a diagnostic report mapping current programme usage and challenges in these regions, offering targeted recommendations and an action plan for DGOM. The project will conclude with a final conference to share outcomes and propose next steps.
