Section 202(c) of the Federal Power Act (16 U.S.C. § 824a(c)) empowers the Secretary of Energy to require, during periods of war involving the United States or during emergencies caused by sudden increases in electricity demand, shortages, or related facility issues, temporary connections and the generation, delivery, interchange, or transmission of electricity as needed to serve the public interest.

The Department of Energy provides an email address, AskCR@hq.doe.gov, for public comments and requests related to Section 202(c). Contributors should mark any sensitive information and submit both redacted and non-public versions. However, submissions do not constitute parties or intervenors in any proceeding, nor do they establish a formal docket.

The Secretary of Energy also retains the discretion to act on any application—or without an application—under Section 202(c) at any time if deemed appropriate, regardless of any submissions made to the Department.
