The CDC uses Schedule A appointing authority under 5 CFR 213.3102(u) to hire individuals with severe physical, psychiatric, or intellectual disabilities. This Excepted Service authority enables agencies to appoint qualified candidates to any position at any grade, for permanent or time-limited appointments, without initial competition. After a two-year trial period of satisfactory performance, supervisors may convert these appointments to the Competitive Service at their discretion.

Applicants may use Schedule A to apply through a noncompetitive process via the USAJOBS Agency Talent Portal for non-advertised jobs, or through a competitive process by applying to announcements open to Persons with Disabilities.

Eligibility requires meeting the Office of Personnel Management’s definition of disability and providing documentation from a licensed medical professional, vocational rehabilitation specialist, or a federal/state agency. Verification is required if the applicant is selected.
